The City Line Is Worth $1,613 a Year: Shelby County Property Tax Math Before You Buy a Memphis Rental
Most of the expense lines in a rental pro forma are estimates you argue about. Property tax isn't. It's published, it's arithmetic, and in Shelby County, Tennessee it swings by more than $1,600 a year on the same house depending on which side of a municipal boundary it sits. That makes it the one line item you can actually shop for — and the one people most often copy off the seller's old bill.
How Tennessee actually calculates it
Two numbers do all the work. Tennessee assesses residential property at 25% of appraised value, and tax rates are quoted per $100 of assessed value. So a house the Shelby County Assessor appraises at $250,000 has an assessed value of $62,500, and you multiply that by the rate and divide by 100.
The wrinkle that costs investors money is that most Shelby County property pays two rates. Every property in the county pays the county rate. If it also sits inside the limits of one of Shelby County, Tennessee's municipalities — Memphis, Germantown, Collierville, Bartlett, Arlington, Lakeland or Millington — it pays that city's rate on top. Unincorporated property pays the county rate alone. The 2026 county rate is 2.702382; Memphis adds 2.58081, for a combined 5.283192.
The same $250,000 house, seven different bills
Run that $62,500 assessed value through the 2026 rates and the spread is not subtle. Unincorporated Shelby County: $1,688.99. Lakeland (0.94 city rate, combined 3.642382): $2,276.49. Arlington (1.13, combined 3.832382): $2,395.24. Collierville (1.62, combined 4.322382): $2,701.49. Bartlett (1.66, combined 4.362382): $2,726.49. Germantown, TN (1.7825, combined 4.484882): $2,803.05. Memphis (2.58081, combined 5.283192): $3,301.99.
Memphis to unincorporated is a $1,613.00 annual difference — about $134 a month — on an identical structure with an identical appraisal. Memphis to Lakeland in northeast Shelby County is $1,025.50. On a $250,000 purchase, that Memphis-versus-unincorporated gap is roughly 0.65% of price, which is to say it can move a marginal deal across your return threshold by itself.

The offset nobody prices in
Before you conclude that unincorporated is automatically the better buy: unincorporated Shelby County property owes an annual county fire fee that municipal property does not. Shelby County Fire Department bills it on a 14-tier schedule keyed to the structure's square footage, collected through Memphis Light, Gas and Water and spread across monthly utility billing. It does not erase a $1,613 gap, but it is a real line item, it scales with the size of the house, and it belongs in the pro forma rather than in the "we'll see" column.
There are non-tax offsets running the other direction too — municipal services, code enforcement responsiveness, and school zoning, which drives both rent and resale. Zoning follows jurisdiction, not the mailing address: an unincorporated Shelby County address defaults to Memphis-Shelby County Schools regardless of what the envelope says, and Collierville Schools serves the town limits rather than the ZIP code. If a rent assumption depends on a particular district, confirm the district before you confirm the rent.
Never underwrite from the seller's tax bill
This is the expensive one. Tennessee's Tax Freeze and Tax Relief programs are owner-occupant benefits for qualifying elderly and disabled homeowners — Tax Freeze locks the tax amount at the approval year, and Tax Relief applied at a $37,530 income limit for the most recent tax year. Neither transfers to you. A seller who has held a frozen amount for several years can show a bill that has almost no relationship to what you will owe on the same property.
Worth knowing if you also own your own home here: Memphis, Germantown and Collierville have historically run their own city applications separately from the Shelby County Trustee, so applying in one place can produce half the benefit. The Trustee's own list for these programs covers Shelby County, Arlington, Bartlett, Lakeland and Millington.
Two more habits worth building. First, county-average tax figures are useless at the property level — the Memphis-versus-unincorporated spread is thousands a year on the same building, so pull the rate for the specific jurisdiction. Second, if you're buying in Fayette County, Tennessee — Oakland, Somerville, Piperton, Rossville, or the eastern side of Eads — none of the rates above apply. That's a separate county with its own assessor and trustee and its own rate schedule. Get it from the Fayette County source rather than assuming Shelby's math travels east.
Put the calendar in your cash-flow model
Shelby County real estate taxes become due and payable beginning the first Monday of October and can be paid through the last day of February without additional fees. On March 1 they go delinquent, and interest of 1.5% of the base tax is added, accruing again on the first day of every month after that. If you don't escrow, that's a five-month payment window and a hard cliff — and on a portfolio, a lumpy fourth-quarter cash requirement that is easier to plan for than to absorb.
Financing context matters here too, because taxes and debt service are the two fixed lines. Freddie Mac's Primary Mortgage Market Survey released August 6, 2026 put the 30-year fixed at 6.69%, up from 6.66% the week before, with the 15-year at 6.01%. That benchmark is for owner-occupied, 20%-down conventional loans with strong credit — investor financing prices above it, with a larger down payment and a rate add-on. Which is precisely why a $134-a-month tax difference is worth an hour of research: you cannot negotiate the rate add-on, but you can choose which side of the line you buy on.
What to actually do before you write the offer
Confirm the jurisdiction from the parcel record rather than the listing. Recalculate tax from the current appraised value and the current combined rate. Add the fire fee if it's unincorporated. Then check what that jurisdiction's rent actually supports — a lower tax bill in an area with lower achievable rent is not a win.
